Theres multiple latios and latias. In the movie alone there was their dead dad (and of course mommy who was nowhere to be seen ever), then at the end two more latios show up, and the ones that appear in the specials and episodes in the anime are completely different, sometimes even a shade off.

I think at the end of Heroes the 2 latios and 1 latias are meant to be the spirits of Latias's parents and brother

Not according to dex entries which have sometimes said they travel in small packs.

But it seems weird just adding more Lations out of nowhere for no reason at the end, doesn't it make more poetic sense to the story if it's Latias's family's spirits, since her brother recently died (and it shows that Latios is reunited with his parents)?

I'm pretty sure the game's dex entry came before the movie and thus the concepts were hand in hand at the creation of latias and latios themselves. Not every legendary is one of a kind and it is never stated as such in any official medium.
I mean, you can have your headcanon, I'll tell you why it's impossible for me to share the sentiments.

I never said that Latios and Latias were one of a kind, I completely agree with you there, and I don't doubt that they travel in packs either; all I'm trying to say is that I think it makes more sense for the Lations at the end of the movie specifically to be her parents and brother's spirits than for them to be two new random Latios that come out of nowhere for no reason.
