I thought both genders entered camp so they could naturally explore sex in a safe environment unbeknown to them that this is part of the camp's purpose.

not necessarily. staff isn't there only to teach them the theory while the girls have to try it out with each other. they are free to fuck the staff who teach them safety and such WHILE satisfying their lust.
as much as contact with the other gender is helpful (if not just required) for proper social and emotional development, it would kinda go against this camp's idea of actually teaching kids stuff, because they would be just screwing with each other. and while of course they can still "experiment" with each other, especially if they're homo/bisexual, it's far from as rampant as it would be at a regular camp.

So what if it would be more rampant? The camp would not lose its idea and the screwing would be influenced by sex ed just like at school. The difference would be that the camp would have much less STD and older kids wouldn't take advantage of the girl's condition. Girls tend like older boys and they might screw and dump them. Besides, having sex with older men exclusive at camp could create an unhealthy image of how sex is among their peers.
