It's more likely that that is a dud round or that it was fired and had a new shell put in (like what you'd find at an army surplus store), and he keeps it for the sole purpose of using it as a sex toy. I know I wouldn't want a live 30 mm round up my ass.

I have a Russian 30mm from a 2A42, the one in the image is probably 75mm by my guess
