I think the joke is that cheetah's have a typical top speed of about 40 mph. Hence the sonic joke. (at least I think so)

I definatly know of them. However the comparison to Sonic fits better when comparing to an anthropomorphic cheetah.

Cheetahs are also not anthropomorphic. While 60 MPH is a more reasonable speed, 95 MPH is much funnier in this context.
