While you should NOT believe anything the anime says, with the exception of about 5, all legendaries are of a breeding species.

They are "legendary" due to their power and rarity.

originally they were not given genders so that breeding would not work. Now it's so that the "are better than" commonfolk pokemon and can't be 'attracted'.
