Depents on what kinda swf we are talking about.
If it's video file (no interaction, flv only) then ffmpeg (and gimp) only. If it's vector based flash or flash is used to move jpgs around (which looks horrible btw) then newgrounds swivel as well (massive resolution, then downscaled). If it's interactive then lately I've been using swf decompiler to get source images and videos directly instead of masking away interactive buttons. Sony vegas for minor video editing, but always export as png image sequence for ffmpeg.
