I wonder if many people know that General Scales never laid a finger on Fox the entire game, like Andross was probably gonna mutilate him if he did that. And unfortunately enough when you're about to fight him, Andross takes his soul away and dies and you're given the soul to complete the puzzle and then the Sharpclaw tribe cheer when he's dead. It's like Andross is very serious about this fight between him and Fox, more or so like Jojo and Dio and other villains that prefer to fight their arch nemesis face to face. Yet again, wishing for another Starfox adventures unless Retro Studios can do it.

I think the reason for that is more that Rare chose the wrong boss fight to complete in what time they had left.

That too, and it probably explains why Krystal wasn't even put as a completely playable character as well. It wouldn't make sense that Krystal would fight Andross or Fox against Scales, kind of feel bad for the character that was scrapped out for Fox.

Krystal is a playable character because it was like that since the start. The game started as "dinosaur planet" for the Nintendo 64 and it had nothing to do with star fox; it would have been Krystal and Sabre. But cuz Nintendo thought Sabre looked similar to Fox, they wanted Rare to rework the game to fit into the Star Fox universe.

Oh, and let's not forget that Microsoft acquired Rare the very next day after star fox adventures was released. So some say that Nintendo only made Rare use Star Fox to stop Dinosaur Planet from also being on the Xbox.
