I'm not sure about the Umbreon, but that Sylveon looks feminine.
You don't have to see the genitals to tag genders. That'd make it impossible to tag gender on safe posts. If it looks feminine, tag it as female. If it looks masculine, tag it as male. If it's a mix of both (or completely androgynous), tag it as ambiguous.
