MemberSecretly, nobody ever truly doesn't WANT a hug. Either they are indifferent or they would like to have one, or would love one.
This is the point where somebody is so low that they would likely be indifferent, or perhaps only slightly comforted. Only anger or irritation would altogether prevent her from wanting a hug, and here she seems more just upset and sad. So, I'd say that hugging is fair game. I'd certainly try to cheer the poor girl up a bit.
