Secretly, nobody ever truly doesn't WANT a hug. Either they are indifferent or they would like to have one, or would love one.

This is the point where somebody is so low that they would likely be indifferent, or perhaps only slightly comforted. Only anger or irritation would altogether prevent her from wanting a hug, and here she seems more just upset and sad. So, I'd say that hugging is fair game. I'd certainly try to cheer the poor girl up a bit.

Actually if she would want your hug or not depends on why is she sad and who you are to her...

sometime a hug is not the best thing its better to ask for what happen and let people empty their bag to relese the low feeling and get a grip on what just happen to see the good part of it sometime it could be long for that never underestimate a good friendship
