Sometimes it's going to be very close calls with genders, and it's expected that admins will end up having to make the final decisions in such cases.
As far as this particular character, I honestly can see flat-chested female over cuntboy, but just barely. The body shape looks more female than male. In particular, the hips look wide compared to her lower torso, which is a typically feminine trait. Her shoulders also look fairly narrow; I'd expect a male's shoulders to be broader. It'd really help a lot if the character had longer eyelashes to give another indication that it's female, but it's not a requirement.
Of course, both males and females have a wide range of body types with a fair amount of overlap. I've certainly seen male characters that have basically female figures to really drive home a "femboy" look. But males with feminine bodies aren't typical, just as females with masculine bodies aren't typical.
So, given no external information, we have to go with what is the most likely case. The only thing about this character that ISN'T typically female is the lack of breasts; the body type is definitely more feminine than masculine overall. On the other hand, the only thing about this character that IS typically male is the lack of breasts; everything else is a divergence from what a typical male looks like.
So for those reasons, although the confusion is understandable, the administration would prefer to see this image tagged as "female" instead of "cuntboy".
