I don't think that this is Katia. The snout is too long, her nostrils are too far apart, and those look like filed down horns on her head. I think it's supposed to be one of Quill-Weave's race.

It's Katia in Argonian form. Also, really? "one of Quill-Weave's race." you should play any of The Elder Scrolls games. They are all pretty good, Morrowind is the best.
