I made that option available because I don't want to lock a large portion of the audience behind a paywall. I know that a lot of people, myself included, have seldom enough spare cash to purchase all sorts of art-projects and whatnot.

Toby Fox himself DID say he'd prefer- no, he didn't want any material including aspects from Undertale to be sold if it wasn't official Undertale merchandise. He even refuses the stuff to be in retail. I do think the artist is doing the right thing in making this basically free, though, if that is true.

He was talking about MERCH, aka. Clothing, posters, stickers, plushies etc., similar stuff that they sell on the official Undertale fangamer-page. Or that is at lest how I understod that tweet, he didn't sadly elaborate further.

I take it he just doesn't want anything Undertale related being sold without his permission, to protect what's his, y'know. Don't know if that still counts for UnderTail, but if I were him, It would.
