Sadly the picture is long gone from the internet as I know it and I don't know much about the character, other than he is either from a show called "transfer" or is called "transfer" himself, though thanks to ambiguity, googling it and looking through the tags for it here hasn't heralded anything. I added the tag anyway in a vague hope someone looking for him might find him and be somewhat better-equipped to tag it.
