The only difference that I'm seeing here other than the lower quality is that it looks like someone did a really shitty job of attempting to remove the neck for whatever reason.

It's an edit by either the artist or the commissioner to give the character more adult-like proportions. I'm uncomfortable with the original version due to the large head on a relatively small body, and this version looks more 'mature' in terms of body structure.
