I really want to say no: general body shape is wrong, her right foot looks almost digitigrade but still wrong for charr and her left foot looks like human or something, and she has breasts. The only thing that would give any indication she's a charr rather than an anthro cat of some kind is the fact she has 4 ears and horns. Don't personally understand why one would pick a species for a character and then change huge factors about what makes it that species.
