That sounds a lot like you have older/weaker hardware which doesn't have VP9 hardware decoder, so it's using software and CPU isn't fast enough to do that. VLC usually when it can't keep up, it just discards what it was doing and just play next frames, resulting the infamous blocky corruption compression mess.
This is 3952x2222 (over 4K) high framerate video which is pretty demanding.

I actually have Chromecast which basically dies completely with all videos that are above 1080p and you can see it struggle.

You can try downloading h264 MP4 from listed source or if you simply want to watch, switch to 720p sample from dropdown below the video on this page.
