All users are allowed to. Click the edit button under the image, or off to the side of the image. It's already been done, but since you know the tags, go check the newly uploaded and see if they're missing any. Just be careful, false tagging is a problem. A very useful trick I use is to just try to type in a tag that may fit, in the search bar, and search for it. If it has posts, click the ? next to it, and see if it has a description. If so, follow it to the T; if not, don't touch it or try to tag it, just move on.
