e621 seems to only go by what you can see in the picture when in regards to tagging. You're completely right, Emma is a girl and should be labeled as such, but since you can't clearly see her genitalia, most moderators will view it as ambiguous for some reason. It's frustrating too when it's your character and not even you have a say if the genitalia isn't on display.
