Former StaffKangaskhan was originally supposed to evolve into Cubone. But they dropped that idea during the development of the first gen, for various reasons.
Still, it's a bit of lore that they've never forgotten. Young kangaskhan has the exact same back spikes as Cubone.

Former StaffTajiri mentioned it a couple of times in the early gaming magazine interviews. I can't remember exactly why they decided against adding that evolution chain, but I do remember him saying that they put Kangaskhan and Cubone in the same egg group because of it.
