No, it's just that Nintendo/Game Freak/Satoshi Tajiri made their gender unknown so that people wouldn't have 6 Mewtwos in there parties via Ditto/Daycare. As far this argument goes for Ruby, Sapphire, and onward? Sure they made a code that said even Latias and Latios may have genders but can't breed via eachother or Ditto, but it is in my opinion that they kept legendaries genderless because of Attract and other gender specific moves.

If the Latios and Latias bred that would be incest. I dun think pokemon wants incest in their games LOL

Uh the movie they are introduced in says their brother and sister. And in pokemon mystery dungeon blue rescue team when you catch latios stealing he says that he did it to save his sister latias so there's that too.
