A suit of armor that - even when complete and worn as intended - doesn't appear to adequately protect the wearer.
Such armor doesn't seem reasonably protective against plausible dangers to the character when in peril, without suspension of disbelief. Ignore information from outside sources, like invisible magic, lore, or game mechanics, per tag what you see.
For example, any "armor" that fails to properly cover the torso and/or abdomen qualifies, as both of those body parts contain vital organs like the lungs, heart, and intestines. Often, this armor doesn't cover any more than the wearer's shoulders, breasts, and genitals...if it even covers that much. (In which case, consider ineffective_clothing as well.)
In essence, anyone using such armor in real combat is very likely to become a casualty in short order.
