Chris is an original Luxray character created by artist Zourik, his first appearance is in the comic Family Moments.
He also appeared in Training the Beast. (And in other comics)

Chris is a male anthro Luxray, his body is blue, he has black hair and a black mane...
His eyes and nose are red.

He is dating Allan (whom he often appeared with him).
