When a person is grabbed by the front of the neck with an apparent intent of strangulation or potential of strangulation. If the grabbing doesn't cover the front of the neck, use neck_grab. If the grabbing goes all around the neck, use your own judgement if only neck_grab is appropriate, or if the involvement of throat is warranting throat_grab too.

This grab is typically from the front of the victim.

This is the Darth Vader thing, with or without the Force.
