Any character that has above average musculature and is shown as the penetrating partner.

This does not need to be in the form of their genitals or a limb, but can be an object that they have control of or are directing to enter the bottom.
Because of the definition only requires that they or an extension of themselves enters the penetrating partner, the top does not necessarily need to be the partner that is pushing the scenario forward.
