Akanbe, also sometimes called the "eyelid pull", is a Japanese hand gesture indicating sarcasm, and is usually associated with taunting or teasing. The gesture is formed by pulling down the lower eyelid to expose the red underside towards someone.

Akanbe is often paired with tongue_out, but isn't required. Simply pulling down the eyelid is enough.
