Huge Pecs is a tag used to describe posts depicting characters with visibly VERY big pectoral muscles, big enough to be "believable" and still proportional to the character's body.
Very muscular characters will often have huge pecs, with nipples of varying sizes (Generally bigger than the "average" size).
Achieving this size requires a LOT of chest exercise and workout.
This is the level between Big Pecs and Hyper Pecs.
