Reason:

Both tags describe the same action, but shaking_butt has significantly many posts.

not really same thing. butt jiggle.. well... describes that when the butt flesh is jiggling like jelly. could be result of body movement or external force (like spanking). shaking butt is more like that when character is actively shaking their butt around.

I still share user 22273's opinion on the matter, it is possible for dat posterior to jiggle without "a character shaking their butt from side to side", to paraphrase shaking_butt's wiki. Animations of a character's arse jiggling after getting shot with a pellet (-like object) is a pretty common thing, IIRC, so they're not entirely the same thing.
