+1. It is logical, the only possible excepition I can imagine is a bouquet of origami flowers, however in such situation we could use "paper_bouquet" or "origami_bouquet" and everything would be fine (theorically).

I'd say paper cosplaying as flowers should count as flowers still

If somebody dresses up as a crane, even if their costume is just folded up paper, they get tagged as crane.
Cosplay gets tagged as characters and species.

Sorry, but no. A bouquet is literally a bunch of flowers, some flowers tied up together in such a way to create an attractive arrangement. A single flower isn't a bouquet, a inflorescence which naturally combine multiple flowers isn't a bouquet, and bunch of dildos, fishes, bones or any other thing (except flowers) also isn't bouquet.

As mentioned above and in these links, a bouquet is a bundle of flowers. A bundle of anything else is not a bouquet.

I'd be happy to use bouquet as an umbrella tag instead. We can implicate flower_bouquet or something similar to flower.
Until we can find another word to describe dildos and other objects arranged to look like a bouquet to humorous effect, it's either this decision or a disambiguation.
