I thought that maybe there could be a way to program the names of the artists submitted to the DNP section and have coding where if the art that is by a DNP artist is trying to be uploaded to e621 it gets auto-flagged and taken down or something. I was thinking about it being similar to how it immediately stops uploaders from uploading DUPLICATES.

I know this is a possibility but it'd probably take months of coding and the programmers may not want to attack that hurdle. It's just a feature suggestion.

To help minimize the people getting a Neutral or Negative mark for uploading DNP Artist's work because they didn't check if the art was allowed.

This seems unnecessary because you can already tell if an artist is on the DNP or not by previewing the tags as the artist tag will implicate avoid posting or conditional dnp and it'll show there.

Yes, the idea was floated around a while ago.
The counter-argument is that people will just use unknown_artist instead of putting down the actual artist tag, which makes tracking down DNP posts much harder.

Absolutely a -1, auto-flagging DNP posts would not be helpful.
Uploads from people who have special permissions from the artist (in the cases of CDNP) or uploads from the artist themselves would get flagged and it will cause a lot of problem than one is going to solve.

Uploaders themselves should already be mindful of what they are posting. On the top of the Upload page, it literally warns to not post from the Avoid Posting List.
Users are warned with a Neutral mark for the first time they committed the offence. If they didn't learn their lesson by then, then they will be given a Negative mark on their second offence.

On a separate note, there was a feature request to have a warning prompt up should they have tagged a DNP artist, see topic #22640.
However, I feel that it will just encourage users to remove the artist tag and upload the post without one just to bypass the warning.
On the same thread, @Blind_Guardian suggested a script that you can install on your browser to warn yourself if you have tagged a DNP artist, see topic #22517 for more information.

well thanks for that heads up and also, I didn't take Conditional DNPs into account.
On a sidenote I downloaded the new script but now I have this green bar with a . and it won't close no matter how many times I hit close and I'm not seeing some of the features like Bold, italic, etc.

I don't use the script myself, you will need to check with the creator or through the official thread.
