Some images only have one half of the story, while others swap out half of it, and these images no longer fit woman_yelling_at_a_cat.

Since the meme is the combination of the two images, even if only half is referenced, it's still the one meme. I don't think it needs to be split in two simply because someone can depict just one frame.

They're two separate memes to start with. The confused cat was originally named he_no_like_veggies but that just seems a bit too vague.
