Let's say I upload an image of a Pikachu, the site then suggests me tags to go with it, for example:

yellow_fur black_markings red_cheeks

Then, I can manually change the tags if the Pikachu is shiny or the artist has made changes to the Pokemon to suit their artstyle.

This would reduce the risks of missing tags during the upload process.

I'm not sure whether its possible to directly implement this feature into e621 or not. The website has been up for 2 decades and this has never been added, so that hints me that it's probably impossible to integrate. A script is nice too, but oly a few people with the script will benefit from it when most people who use the site will most likely have never heard of it

I'd love to see this sort of thing integrated into e621 itself eventually.

In the meantime, this feature is available with RE621 (topic #25872).

In Settings > Uploads and Tags > Tag Suggestions you can insert the following:

"yellow_fur|black_markings|red_cheeks": {
  "has": "pikachu"
 }

This will then suggest those three tags when the pikachu tag is present on the upload form and also on any posts you're editing.
