It's either over OR out, never both.
'Over' means: I hear you, replied, and I'm listening for more.
'Out' means: I hear you, reply, end of traffic.

I'm gonna go out on a limb here, but I think I'm right in assuming that a spoiled rich brat will only know this from movies, where they often do say 'over and out'.

So it's wrong, but consistently with the character.

I may be wrong here, but I'm pretty sure Wolfy-Nail's from East Europe, and thus does not speak English as his first language.

fix'd. And there's no such thing as American English btw. It's just English. Yes, us Americans abbreviate a lot and use bad grammar, but that's just laziness, not making a different language.

But the American form of English is often referred to as English US. British English being English UK the only differences being the laziness.

Wrong >.< American English is actually closer to old English in pronunciation and in the rules used to write it including the contractions, we're actually more true to the language the Uk version of English came into popularity in the Victorian era and was developed by the wealthy and nobles at that time to make themselves sound more refined and to basically be asses to the middle and lower class folk. American english was the result of trying to standardize written and spoken english during the early period of the us so that Spoken and written english could be taught in the early version of the public school system that was being developed at that time and actually drew Heavily on the Oxford standards of writing.
