cere (anatomy)

The cere is the soft, fleshy, typically bare patch of skin just above the beak of birds, where their nostrils are located. This waxy skin protects said nostrils.

Not all birds have a cere, but species such as but not limited to parrots, columbids, and owls tend to have them.
