Used when a character has one or more hands on their own neck or on another character neck.
Often seen on asphyxiation posts.
Not to be confused with
- neck_grab - when a character is grabbing a neck from behind
- throat_grab - when a character is grabbing a neck from ahead
- neck_crank - when a character has grabbed a neck by curling the whole arm around it
- arm_around_neck - when a character has just placed their arm around a neck
- hand_on_neck - when a character has just placed their hand on a neck
