A Japanese term for a girly, yet dominant, male (or male-bodied) character. The term is derived from "seme", which is used to refer to the dominant partner in gay pairings, and "josou", which means "women's clothing". This may involve penetration, power bottoming, kink scenes, or any other scenario where a girly character is in a dominant role.

Note that penetration doesn't automatically mean dominance – a submissive girly character who is penetrating a power bottom (who isn't a josou seme themselves) would not be a josou seme.
