Deeja is an Argonian originating from The Elder Scrolls V: Skyrim. She is Jaree-Ra's sister and they both lead the Blackblood Mauraders, a faction of bandits. They are encountered in the Lights Out quest.

After the player extinguishes the fire on the Solitude Lighthouse, causing an Imperial ship to crash near the coast, Jaree-Ra tells them to go speak to Deeja to get their share of the loot. However, upon reaching the wreckage, everybody that was onboard the ship was murdered despite Jaree-Ra claiming that they would not be harmed. In reality, the siblings are setting you up to be killed to avoid having to split the loot. Deeja will thank you for helping them out, then suddenly declare that they earned a quick death just before attacking them, forcing the player to kill her.

Interacting with her prior to the quest shows her to be very antisocial, telling the player to back off and threatening them to get them to stop talking to her.
