When a character's skin has very little pigment, and is lighter than the average light skin character, but is not pure white either.
Pale skinned character's complexion will have very slight pink or peach undertones; comparing the character's skin tone to the whites of their eyes or to objects in the scene that are "actually white" can help distinguish their skin tone from white.
While mostly used for characters that are "pale" within a human range of skin tones, pale_skin can also be used as a secondary tag for when a character has pale skin of an "unnatural colour" by human standards.
