Excess scrotal skin below and between the testicles. Similar to, but distinct from lemon_testicles. Not to be confused with saggy_balls, or scrotums that are loose only because the testicles are resting in an object. Ball flap refers instead to the excess skin being present even if the balls are hanging or otherwise being pulled taut.
