No not that kind of safe sex!

Safe sex is a form of sex that includes some sort of protection against pregnancy and/or STDs (i.e., a condom). This is almost always going to refer to sex while wearing a condom, but other forms of protection may be used if you manage to come across them (a dental dam, female condom, etc.).

If it wasn't completely obvious already, for tagging purposes forms of penetration without a condom, ejaculating outside of the pussy, using birth control, and abstaining from sex entirely are not considered safe sex.
