Figured out Sonic Heroes PC broken stg00.txd. It's only partial at 217 KB. The Gamecube one is 2.25 MB. The PC one doesn't have any level textures, but hud/ui textures. The texture format for the 10 textures is r8g8b8a8 unorm. Some of the textures are miss named.

The most notable textures are the three early formation icons. They don't have character level indicator(0-3).
