Right, on with it then.

Why the hell are there hourly limits for notes.
I understand hourly limits for comments, a little less for upvoting, I don't know if there's one for favoriting,
But notes should be off limits.
There's a much less likley chance for someone to spam notes to wreak havoc than comments because 1. It's obscure-er 2. It's lame and 3. Its easier to get rid of.
Notes shouldn't have a limit because its the only tool for translation. Makes translators who are translating, say, a doujin have to wait a whole hour after reaching this limit to continue and finish the whole thing (fucking me, 20 minutes ago), but at that point, they've lost intrest.
Maybe there's a thing for priviliged users where they bypass this limit, but I think, it should be no limit for anyone. Maybe instead add the limit only for users who've gotten a warning before instead.
In conclusion, the hourly limit for notes is the worst possible thing to limit on this site. Translating is important and I spent way too long typing this forum post.

Priv+ users do not have hourly limits and trolls can simply create alt accounts to bypass their account limitations to abuse the system. That is why I feel spam protection is required.

But, Let me tell you what I think --- Afraid to say but my vote is NO. The reason is the opposite of what you are probably thinking.

Just look at this list: [Users ''listing'', Order = Note count]
I am sure You can find "Blocked" users, And how many spam notes did they leave --- 6953. (( Well, it is enough to call it havoc at this point, I think ... ))

- Have you thought about the possibility of such spammers appearing more ?
- Have you thought about the pain of the time of undoing/removing a ton of spam notes ?
I do Not think it would be easy or ""easier"".

Also, Truth is, Users can also use Comments for translation.
Especially if users want to try to translate into non-English language on e621 the English site, They have to use - Comments instead of Notes.

In the first place, The number of Translators (who would hit the hourly-limit) is far less than the number of e621-users.
Given the existence of Troll, In my opinion,
Most users should have a limit for notes, and Only the really trusted translators should have Off-Limits.
(( Maybe the Translator you saw could be the trusted one ? Though that's not for me to judge :| ))

Therefore, My vote for removing hourly-limit for every users is NO.

Maybe have a flag for known good translators? They only get reduction of limit for the notes? Like mentioned, there's not that many active translators compared to the number of potential spammers. A Boolean would be perfect for this? I agree that removing it for new users is no bueno.
