Unretracted foreskin is when an uncircumcised penis is shown with a foreskin that completely covers the glans, or at least only leaves a small opening for it. Consider also tagging in long_foreskin, if appropriate, with this tag and vice versa.
Should only be tagged with tight_foreskin if it is absolutely clear (per tag what you see) that the foreskin can't be pulled back over the glans.
Not to be confused for a sheath.
