Belly to belly describes a scene where two or more characters with protruding bellies are making contact with those bellies, usually squishing them together.
While most images featuring this pose have the characters facing each other, with their bellies "symmetrically docked", this tag can apply to any notable amount of contact, a taller character's belly resting on top of the belly of a shorter character, or two characters facing towards the viewer with the large parts of the sides of their bellies making contact.
When two characters' bellies are squished together to stimulate another character's penis, this is a collaborative bellyjob.
