Probably not. Kuroodod does these little comics of characters introducing themselves all the time, and they don't go anywhere.
I'm pretty sure people submit their OCs somewhere to have them made. I think it's a Patreon thing.

This is by far one of my favorites so far (though every piece of art that tumbles from Kuro's mind and fingers is epic)!!! Another benefit of this patreon tier reward is that (at least in one other circumstance) a character (Ackemez) was used in the background of a comic page. I think that's possible for the non-pokemon characters.

This variant of then"Oversexed Eveelutions" comic was birthed and remade when Nintendo dropped a DMCA and so everything was rewritten to change the Pokemon connection. Kinda sad about that since the original comic was going really interesting places. This comic is equally amazing though and shows infinite potential!!
