Looming usually describes an image with a character shown from a low-angle view, giving the impression the character is standing over, and/or in some cases much larger than the viewer. Alternatively, looming can explicitly involve a character shown standing over another. The tag usually implies that the character doing the looming has menacing or threatening intent. Heavily associated with macro/micro and size difference images.
