Top Heavy describes a physique where the upper body has noticeably more mass than their lower body, often to an exaggerated or disproportionate degree. This tag can be used in two ways:

Top heavy can be applied to female or gynomorph characters with very large breasts, which together, are equal to, or wider than any lower point of the character's body (waist, hips, etc.).
This figure almost always has a small waist, sometimes with narrow hips, comparatively wide shoulders, and a skinny body (see examples above). A top heavy character of this type will never be overweight or obese, this tag should ideally not be used for characters with average bodies and hyper breasts.

Top heavy can also apply to any character with a much larger upper body/chest than lower body, often seen with toony and exaggerated masculine figures, who will have a very large "barrel chest" (often muscular), broad shoulders, muscular and/or big arms, and conversely, a small waist, and much smaller/shorter legs.
