Julio Noob is a 24-year-old male anthropomorphic Golden Retriever with unique abilities. He is slightly muscular and stands around 1.70 cm tall, and wears a blue long-sleeved sweatshirt and black shorts. Julio has a genetic anomaly (Broken DNA) that makes him completely infertile and he cannot be cloned. He also has hypersensitivity in the genital area, which prevents him from engaging in sexual activity. He uses a repellent to control his pheromones, which would otherwise attract women to him.

Julio has the ability to modify specific parts of his body, such as his tongue, stomach, genitals and testicles, which can stretch infinitely and take on various shapes and textures. He can also produce an infinite amount of bodily fluids (with the exception of urine and tears), which he can use as ammunition for his tongue gun. Additionally, Julio can regrow lost limbs by applying his modified body parts to the wound.

Julio enjoys helping people, but can be clumsy in his attempts to do so. He works several part-time jobs to support himself, including delivering pizza and working at a convenience store. He enjoys video games, adventures, and spending time with friends. His body can also adapt to the dimensions of the world he is in, making him appear cartoonish, abstract or like television static, among other possibilities.
