Used when a character is complimenting or expressing appreciation for another character's small penis. This may involve describing a small penis as cute, complimenting the penis for its size in some way (ex: referring to the penis as "fun size"), or not being discouraged after finding out about the size and/or finds it better that the character has a small penis. The opposite of small penis humiliation.
