while i can rim skyrim on my laptop (i would LOVE to know what sorcery bethesda used to make the system requirements so very VERY low for skyrim), it runs at an unplayable slow frame rate (talking single digits at the very best).extremely low system requirements for such an advanced game yet still not quite good enough in the frame rate department and i don't particularly care to play console games with runescape tier graphics. bleh :/
due mostly to that, i never bothered checking out skyrim modding much. even when i rented it for ps4, bethesda's mod download system was crappy and buggy so i didn't do much even then. darn menu was VERY unstable. it'd kick me out of the menu most of the time while merely browsing and other times it'd randomly log me out and repeated login attempts usually failed. it'd also have trouble loading screenshots and stuff too.
the reason why Skyrim runs so well on low end PC's because of somewhat decent optimization, of course, there is the cost is that the game's original graphics actually looking admittedly terrible, in Bethesda fashion. If you want to have the game even better, there is this Ultra Low Graphics mod to get the game to run on even worse graphics! there's even a way to run the game on 64mb of vram...
